Sheikh Hasina’s India visit: Why Dhaka and Delhi need each other more than ever

Last month, as the leading newspaper in Bangladesh The day star quoted the country’s foreign minister, AK Abdul Momen, as saying he has urged the Indian government to ensure Prime Minister Sheikh Hasina stays in power has stirred up a hornet’s nest in his country.

The garrulous Momen was therefore quick to deny the remarks, although the newspaper said it had a recording of his remarks while attending Janmashtami celebrations in Chattogram, Bangladesh.

Denials notwithstanding, Momen’s comments seemed like a Freudian slip, considering that India has thrown its full weight behind the Sheikh Hasina-led government. Dhaka has equally retaliated, and as a result, bilateral ties have grown during her tenure.

India would therefore be delighted if Sheikh Hasina’s Awami League party, which returned to power in 2018 for a third consecutive term, were re-elected in Bangladesh’s 2023 general election. New Delhi would like to continue the ‘Sonali Adhyay’ (Golden Chapter), a term often used to describe the state of bilateral relations. The opposition Bangladesh National Party (BNP), whose main ally is after all the Pakistani Jamaat -e-Islami gave New Delhi a hard time in power.

Momen’s comments came at a particularly inconvenient time, just before Sheikh Hasina’s September 5-8 visit to India, leaving her government and party acutely embarrassed.

The visit of Sheikh Hasina, India’s staunchest ally in the neighborhood, is crucial for both New Delhi and Dhaka as they seek not only to further solidify bilateral ties but also to advance each other’s strategic interests protection.

Her government was quick to oust insurgent groups from India’s north-eastern region that were operating from Bangladeshi soil, while largely taking into account India’s strategic interests in dealing with China. While Bangladesh has joined China’s Belt and Road Initiative (BRI), it has put some projects on hold.

Bilateral connectivity has received a boost as India revived pre-1965 rail links between the two countries. For India, Bangladesh is vital in providing a link to its far-flung northeastern region, allowing it to bypass the vulnerable Siliguri Corridor, aptly dubbed the “Chicken’s Neck”. The maritime connection to the north-east via the Chattogram port in Bangladesh has already been tested several times.

With her official visit to India, possibly the last before the 2023 Bangladesh elections, Sheikh Hasina has to show her home constituency substantial results. After failing to deliver the Teesta water-sharing pact to Bangladesh due to its own domestic politics, India has instead presented a memorandum of understanding on the provisional sharing of the waters of the transboundary Kushiyara River.

The MoU came after the Joint River Commission met at the inter-ministerial level in New Delhi on August 25 for the first time in 12 years. It is quite unfortunate that such a meeting was held after a long time, even though the two neighbors share no less than 54 transboundary rivers and the potential for using water resources to the benefit of both is enormous.

Bangladesh will also seek to boost bilateral trade, which remains heavily biased in India’s favour. In 2021, India exported $14 billion worth of goods to Bangladesh while importing just $2 billion worth of products.

For all its Neighborhood First declarations, India has failed to withdraw the anti-dumping duty it has imposed on jute imports from Bangladesh since 2017.

The trade imbalance remains a sore point with Dhaka and needs to be addressed even as both sides consider concluding a comprehensive Economic Partnership Agreement (CEPA).

Being seen as pro-Indian comes with dangers for Sheikh Hasina. She had to deal with criticism that she was too accommodating to Indian interests without having the same level of reciprocity.

In the years since her return to power in 2009, her government has staunchly supported India. This is despite thorny issues such as the targeting of Muslims in India, Home Secretary Amit Shah’s denunciation of illegal Bangladeshi migrants as “termites”, the controversial Citizenship Amendment Act (CAA) which includes Bangladesh within its scope and the National Citizens Register (NRC ).

More recently, when a majority of the Islamic world expressed strong disapproval of two BJP spokesmen’s derogatory remarks against the Prophet Muhammad, the Muslim majority in Bangladesh chose to remain silent, claiming it was an “external matter”.

The comments fueled anger from Islamist groups in Bangladesh, with thousands taking to the streets at a protest in Dhaka. Indeed, the Islamist groups have been a problem for Sheikh Hasina’s government, although it has learned to join them to counter the BNP. Still, growing radicalization in Bangladesh should be a concern for Dhaka, as well as India’s security interests.

Another threat to the security interests of the two nations remains the continued presence in Bangladesh of over a million Rohingya refugees who fled Myanmar’s Rakhine state five years ago.

Like India, Bangladesh is concerned about a possible radicalization of the Rohingyas. Since Bangladesh was unsuccessful in its efforts to have them returned, it has asked India to get Myanmar to take the refugees back. This will be a top priority during Sheikh Hasina’s talks in Delhi.

Fearing direct involvement in the dispute between Bangladesh and Myanmar over Rohingya repatriation, India has instead opted to create favorable conditions such as shelters in Rakhine state to encourage refugees to return. But they stay in Bangladesh because they are afraid to return to Myanmar.

With the world’s largest democracy playing host, Bangladesh’s Prime Minister is also hoping for greater acceptance of her government by the West, where her rule is perceived as authoritarian.

This is not without reason. The opposition has been decimated and there are numerous cases of enforced disappearances in Bangladesh in which the government is suspected of being involved.

Despite Bangladesh’s development gains and economic growth under Sheikh Hasina’s leadership, allegations of human rights abuses are dimming some of the luster of her government’s achievements.

In December last year, the US imposed sanctions on Bangladesh’s Rapid Action Battalion (RAB) and six of its current or former officers, including its current chief, on charges of human rights abuses.

With Bangladesh’s elections not too far away, countries like the US, UK and Japan have already started calling for “free and fair”. Questions about the fairness of the elections were also raised in 2018, when the Awami League won a resounding victory with 288 of the 300 seats.

Both India and the whole world will be closely watching the next elections in Bangladesh. Much is at stake for New Delhi, much more than for Western countries.
