Air Travel Is Safe And Safety Non-Negotiable, Says Dgca Dg Arun Kumar

Aviation Authority of India means business and safety are non-negotiable, Aviation Authority of India chief Arun Kumar said in an exclusive interview with CNBC-TV18.
“There is a bit of hype and unnecessary fanfare surrounding normal events. In many cases, a rejected take-off or a missed approach is actually a safety maneuver and increases safety. Air travel is perfectly safe and our record is excellent,” said Director-General for Civil Aviation Directorate-General Arun Kumar.
The regulator regularly monitors Indian airlines via an annual surveillance plan, spot checks, night surveillance and cockpit surveillance to ensure only airworthy aircraft are operational, Kumar added.
“The annual surveillance program is the backbone of safety oversight,” Kumar said.

In the last year between July 2021 and June 2022, the DGCA carried out a total of 177 surveillance, 497 spot checks and 169 night surveillance on technical and maintenance aspects of scheduled operators.
Based on the violations detected during surveillance, spot checks and night surveillance in 2021-22, the DGCA has taken enforcement action against responsible airline personnel in 21 cases of violations.
“Airplanes are complex, robust machines with thousands of components and their use is very rigorous. India has a very young fleet and their flight handling reliability is among the best in the world. From time to time technical issues are possible and in the event of a technical issue a standard procedure will be followed in accordance with globally recognized standards,” said Kumar.
“Passengers affected by flight diversions or delays will not be happy, but safe navigation is our priority. According to last year’s data, an airplane hangs 0.6 times in a year. With 6000 flight movements, 1-2 technical incidents can occur in one day. A pilot must be vigilant and alert when dealing with technical issues. Often an indicator of a technical snag can be wrong, but a pilot needs to respond to both that and according to the SOP,” added Kumar.
He went on to say that technical malfunctions can and do occur on both Indian planes and foreign-registered planes. In fact, five technical incidents have been reported on foreign airlines in the last five days.
“Countries around the world are facing technical disruptions on planes, India is no exception. We guarantee safety by following the prescribed SOPs and processes. Technical breakdowns in airplanes are no reason to sleep or to panic. Technical problems will arise and we have to deal with them with maturity. The clamor about technical failures on planes is unjustified,” said Kumar.
The issue of flight safety has come into focus over the last month after multiple incidents of technical malfunctions at airlines including SpiceJet, GoFIRST, IndiGo, Air India, Vistara and Air India Express related to engine malfunctions, cracked windshields, smoke in the cabin , device failure among others.
While there is a usual spike in incidents during the monsoon season, the recent situation suggests a weak focus by airlines on aircraft maintenance.
Airlines in India and around the world have endured one of their worst nightmares over the past two years due to weak traffic, idle aircraft and grim revenue environment. Net loss for Indian airlines is fixed at around Rs 18,500 crore in FY21 and over Rs 20,000 crore is expected for FY22.
On the other hand, although traffic has recovered, the numbers have not held up and domestic traffic is currently around 70-75% of pre-COVID levels. As a result, while fares are high, they are not contributing to the revenue environment as airlines are unable to utilize their fleet at 100% due to lower demand. In addition, there are constant headwinds from high jet fuel taxation and a weak rupee. Therefore, several industry experts point out that there is a fundamental problem of capitalization and airlines continue to step up their cost-cutting moves.
Recently, following incidents of aircraft clearances by junior engineers, the DGCA issued an executive order to all airlines mandating them to delegate senior engineers to clear an arriving or departing aircraft. The aim of the order is to ensure efficiency in aircraft maintenance by correctly identifying defects.
With an estimated 100-120 aircraft added to the Indian aviation market each year, regular and efficient maintenance is key to smooth operations. The current fleet of Indian airlines includes 692 aircraft, of which IndiGo leads with 283 aircraft, then Air India with 116, then SpiceJet with 87, GoFIRST with 57 and Vistara with 56.
Budget airline SpiceJet has come under increased scrutiny from regulators after several incidents of technical problems were reported at the airline over the past two months. This follows an important announcement to the airline on July 5 and now the airline has been capped by operating up to 50% of its summer schedule.
“We have taken action at SpiceJet as the airline currently does not have the capacity to handle more than 50% of flight operations. This is an unprecedented move in terms of scheduled airline capacity in the history of Indian aviation. Our goal is to ensure the safe and efficient operation of an airline, not to shut down an existing airline. SpiceJet has shown signs of improvement and they are more cautious now. SpiceJet engineers work day in, day out, making sure planes with technical issues are not operational,” Kumar said.
Indian airlines have also faced pay disputes over the past two years as the airlines implemented pay cuts. Recently, several flight attendants and technicians at IndiGo and GoFIRST went on mass furloughs in a show of quiet protest against low wages. While the issue of wages is purely between employer and employee, the regulator clarified that it plays a certain role when it comes to safety.
“In airline wage disputes, we play a certain role when it comes to safety. We must intervene when employees are upset, not working, or not speaking up. We intervened when there was a wage issue at two airlines,” Kumar said.
As part of the annual monitoring plan for 2022, the DGCA will carry out 3700 inspections. In line with increasing work while expanding fleet size, the Inspectorate also plans to increase its workforce by 100-150 people over the next 6-8 months for night checks and enhanced surveillance.
